You might not want to use 0.1.5.4, since there were some improvements in 0.1.5.5. I heard from one other guy that said it was missing after updating. I don't know why that might happen. I still plan to update and release a new image soon.
In the meantime, you can grab it from github.
It's at: https://github.com/TheFlav/mk_arcade_joystick_rpi
This is somewhat from memory, but I think you'd do this:
cd /home/pi/Freeplay/
git clone https://github.com/TheFlav/mk_arcade_joystick_rpi.git
cd mk_arcade_joystick_rpi
./install.sh
